Portsmouth City Council has opened a final public consultation on its Local Plan Addendum, part of the process to adopt a new development plan guiding the city through 2040 . Residents, community groups and businesses are invited to review the draft policies and submit comments between 18 November 2025 and 8 January 2026 . This stage focuses on refining key proposals, including a revised plan for the Tipner West area on the Tipner Peninsula
The Addendum introduces a new Tipner West policy designed to protect local nature conservation while accommodating development. It also updates several other policies using the latest evidence and national planning regulations. In previous drafts, Tipner West was identified for a major mixed-use scheme (advanced marine manufacturing and about 1,250 homes). However, after a government review deemed the scheme unacceptable, the council reworked the proposals to ensure that no adverse impact on Portsmouth Harbour and surrounding habitats can occur without mitigation.
Consultation period: Open from 18 Nov 2025 to 8 Jan 2026.
Key focus: Revised Tipner West policy (no unmitigated harm to conservation) and minor updates to other policies for new evidence and national requirements.
Documents and feedback: All Local Plan Addendum documents are available online at the City Council’s planning portal. Printed copies can be inspected at libraries in Southsea, Central, Cosham and Fratton, and at the Civic Offices reception.
Events: A public drop-in session will be held on Tuesday, 2 December 2025 (2 pm–7 pm) at the Mountbatten Centre, where planners will be on hand to explain the proposals.

Next Steps
After the consultation closes, Portsmouth City Council will submit the Local Plan (with the Addendum) for independent examination by a Government-appointed Planning Inspector. Once the plan is approved, it will become the authoritative development framework for Portsmouth until 2040 and will guide all future planning decisions.
